The standard ECU can be 'chipped', where they adapt the factory map and burn a new map in to a new ROM that can be plugged in to the circuit board.
Another thought is that maybe you have a programmable ECU in there already and just didn't realise?

Good amount of work done on her The EBC would need to be setup to your desired boost level. Maybe he's suggesting the dyno for that?
IMHO it's not just as simple as turning it up?!

ATS racing do factory ECU chipping: www.atsracing.net/Parts.mvc/Details/E-ROMTUNE
It's pricey enough though, halfway to the cost of getting a good mappable ecu.
Another guy over on MR2OC.com found a way to rig up a Honda ECU. There apparently a free software called hondata that can reprogram Honda ECU's. Interesting approach, I think you would really want to be fully in to DIY to pursue that one though.

If you can find a PowerFC for Rev3+ they can be easilly adapted to fit the Rev2. I've seen some PowerFC's going for good money recently. They are not the most modern, but they get the job done and most places know how to map them!
